Progressing Site End States Debate

“Working together we can achieve a common understanding of what we want to do and how we will get there,” NDA Special Projects Director, David Hayes, told the recent Site Stakeholder Groups Workshop on End States in Manchester.

He said the Government has asked the NDA to provide it with clear views on the end states which have been discussed with local communities. Following the local consultations, the preferred options will be put to the Government for their consideration and confirmation in early 2007.

David Hayes told the meeting that in the US it had been shown that a major benefit of having an agreed End State and End Date for a site is that it provides the operating company with the opportunity to produce key milestones and plans based on achieving that end goal.

“From the NDA’s perspective this is equally important particularly with regard to the competition process as it allows us to inform potential bidders what we want them to achieve and when we want them to achieve it. Such an approach would also give a clearer picture on the cost of the programme,” he said.

“Each site is at a different stage. Some have done a lot of work – like Dounreay and Trawsfynydd, others are less advanced, so the challenge is to get all of them up to the same level of learning.

Over the coming months the NDA’s Site Programme Managers will be working closely with the SSGs and the Site Licence Companies to consider the End State options.
