Speculation concerning Sellafield Competition
NDA responds to recent speculation within the media.
Why run competitions for the Parent Body roles for the NDA sites?
Competition is central to our Strategy.
We are competing the Parent Body role to own shares in the Site Licence Companies (SLCs) as part of our statutory duties to
- secure value for money;
- promote competition;
- promote best practice; and
- meet our legal duties under the European Procurement Regulations.
An SLC could be:
- a single large complex nuclear site (e.g. Dounreay);
- multiple sites (e.g. Magnox Operating stations); or
- smaller single sites (e.g. Low Level Waste Repository near Drigg).
This new form of management arrangement for the NDA's sites introduces competition at the strategic management level, through a PBO, while retaining operational responsibility and the skills and experience of the existing workforce within the SLC. The sites themselves remain in NDA ownership.
The competition will drive:
1 Value for Money
By
- facilitating broad participation;
- enhanced risk and reward models; and
- focusing on longer term solutions.
2 Innovation
By
- promoting fresh approaches to existing challenges;
- seeking solutions in the supply chain; and
- focusing on results.
3 Market Development
By
- predictable work flow; and
- being open to new ideas and solutions.
