Note to Bidders
The NDA recognises that there is a broad range of information contained on this website, which bidders involved in any of the competitions being run by the NDA may wish to refer to.
Some of this is legacy information which addresses generic matters and bidders should note that the NDA’s approach may have been altered or developed specifically in the context of any given competition.
Whenever considering whether or not to utilise such information in developing an approach or proposal for the purposes of a competition, bidders should check its validity with the appropriate Competition Team prior to such use.
The competition process will be managed in accordance with the European Procurement Regulations (OJEU).
We will engage with the market early via Industry Events. Subscribe to the NDA web alert in order to receive advance notice of such events.
The current contract model includes:
- Parent Company Agreement between the NDA and the Parent Body Organiation (PBO);
- Management and Operation (M&O) contract between the NDA and the Site Licence Company (SLC);
- initial “Incumbent” contracts;
- Lifetime Plan;
- annual Site Funding Limit;
- cost plus fee ;
- allowable/disallowable concept;
- performance based incentives (PBIs); and
- fee deduction for failure to meet "minimum performance standards".
What are we looking for in potential bidders?
We need bidders to meet the industry's challenges. Some of the qualities that we expect in potential bidders are
- first rate health, safety, security and environmental performance;
- successful change management experience;
- record of innovation;
- demonstrable experience of effective engagement with stakeholders, including trade unions;
- comprehensive understanding of nuclear site licence holder obligations;
- sound balance sheet, providing adequate parent company guarantees, as appropriate;
- strong management and technical competencies;
- practical experience of dealing with multi-unionised, highly skilled undertakings;
- sound HR strategies, including training;
- evidence of skills in programming, scheduling, project management, and cost control; and
- evidence of public and political acceptability.
